Project Assignment:
In 1998 CHS prepared an Agency Strategic Plan and 5-year Capital Fund Application for 3 public housing developments consisting of 310 units. In 2006, the PHA asked CHS to update the 1998 Plan.
Assignment Details:
The Bloomington Housing Authority’s (BHA) new Executive Director was impressed with the 1998 Plan prepared by CHS, and wanted to update the Plan since it had been nearly 8 years since the last Plan was developed. The Director, rightfully knew that without a good plan an agency is prone to failure in an era of decreasing levels of federal assistance.
CHS began the process by meeting with executive staff to understand their concerns and objectives, and to determine what had changed since 1998. CHS was gratified to learn that the agency had generally followed the CHS recommendations outlined in the 1998 Plan, and the Agency was see the fruits of good planning by recently being rated as a “High Performer” by HUD.
PNA: CHS conducted thorough development and unit assessments which included:
- Inspection of 100% of each development site.
- Inspection of 100% of the exterior of each building.
- Inspection of 10-20% of the dwelling units.
- Review and update of 1998 Plan
- Evaluation of infrastructure and mechanical systems.
Executive Summary: CHS prepared an executive summary of the findings and recommendations. This document was shared with the Executive Staff, HUD, residents, and government officials. |
