Project Assignment:
Prepare a Strategic Plan for a low-income housing development located in Madison, IN. Work included preparation of: Physical Condition Assessment (PCA), Green Assessment, Energy Audit, and Integrated Pest Assessment.
Assignment Details:
The overall goal was to develop a Strategic Plan that will help in management and funding/refinancing of the development. The report is intended to help management achieve the goal of providing quality affordable housing for the next 20 years.
CHS began the process by meeting with property management and maintenance staff to understand their concerns and objectives.
PCA: CHS conducted thorough development and unit assessments which included:
- Inspection of 100% of each development site.
- Inspection of 100% of the exterior of each building.
- Inspection of 25% of the dwelling units.
- Review of Section 504 (accessibility) compliance.
- Review of environmental reports.
- Evaluation of infrastructure and mechanical systems.
Green Assessment: CHS prepared a report outlining the opportunities, costs, and payback to upgrade equipment, materials and finishes identified in the Physical Condition Assessment. The goal is to determine if materials that are more energy efficient, environmentally friendly, or otherwise meeting the LEED requirements are more cost effective over the life of the material by saving energy dollars.
Energy Audit: CHS Contracted with Osborn Engineering to provide an assessment of the mechanical equipment, appliances, building envelope, and other elements to determine if the current systems are efficient and to recommends more efficient systems or materials where appropriate.
Integrated Pest Assessment: CHS contracted with Varmint Guard to assess the pests within each building and unit. The goal is to assist management in targeting the exact needs for pest control and reduce the quantity and types of pesticides used.
