Project Assignment:
Prepare a Physical Needs Assessment for 2 housing developments consisting of 189 units in 5 buildings. Work included preparation of: Physical Needs Assessment (PNA) for refinancing needs.
Provide Construction Contract Administration for several proposed renovations. Renovations drawings were prepared by a separate architect. CHS was selected for the construction contract administration due to familiarity with this type of housing and familiarity with HUD procedures and requirements.
Assignment Details:
The overall goal was to develop a Strategic Plan that will help the owner restructure financing and renovate the development to achieve the goal of providing desirable, quality, affordable housing for the next 20 years. The first part of the renovation work included installation of a handicap accessible ramp to Building A, Installation of an elevator in building A, and reconfiguration of efficiency units in a 3:2 ratio to create more desirable one-bedroom units.
CHS began the process by meeting with executive staff to understand their concerns and objectives.
PNA: CHS conducted thorough development and unit assessments which included:
- Inspection of 100% of each development site.
- Inspection of 100% of the exterior of each building.
- Inspection of 20-30% of the dwelling units.
- Assessment of Section 504 (HC) compliance.
- Review of environmental reports.
- Evaluation of infrastructure and mechanical systems.
CA Services: CHS conducted several meetings with the owner and contractor elected to perform the work. Schedules, and cost analyses were generated. Due to the financial restructuring process, the project has grown to a full scope renovation of all buildings and apartments. CHS was selected to prepare the drawings and specification for the entire project.
