Section 504 Assessment and Accessibility Transition Plan

Project Assignment:
Prepare an Agency assessment of compliance with accessibility laws for 24 public housing developments and central offices consisting of 3,311 units in 660 buildings. Work included preparation of: Section 504 Assessments and a transition plan to achieve compliance with accessibility requirements.

Assignment Details:
The overall goal was to develop a Transition Plan that will help the VIHA achieve compliance with applicable accessibility codes and requirements.  This includes providing appropriate percentages of both physically and sensory accessible units.  The assessment also provides recommendations for exterior and interior public areas also required to meet accessibility codes.

CHS began the process by meeting with executive staff to understand their concerns and objectives.

Section 504:  CHS conducted thorough development and unit assessments which included:

  • Inspection of 100% of each development site.
  • Inspection of 100% of the exterior of each building.
  • Inspection of designated accessible dwelling units.
  • Inspection of typical dwelling units.

Transition Plan:  After compiling accessibility needs data, a matrix of existing accessible units and proposed accessible units was created.  This matrix shows how the VIHA currently provides physically accessible units, and where additional units may be provided to meet the code requirements.

Executive Summary:  CHS prepared an executive summary of the findings and recommendations. This document was shared with the VIHA board of directors, HUD, residents, and government officials.
