View Restored for Tutu Residents: Four Estate Tutu Buildings Demolished
When Hurricane Marilyn passed over St. Thomas in 1995, 80 percent of the buildings on the island were damaged or destroyed. The Estate Tutu Apartments were badly damaged. Most Estate Tutu Apartments buildings were fully renovated by VIHA and continue to provide safe housing for St. Thomas residents today. However, four buildings remained too damaged and costly to repair so they were mothballed while funds were sought for their demolition. In 2009 as a result of the American Reinvestment and Recovery Act (ARRA) funds became available to complete the demolition of the four buildings. CHS worked with the Department of Planning and Natural Resources, the Environmental Protection Agency, and other local authorities to meet the Department of Housing and Urban Development (HUD) regulations in the preparation of the contract and project documents. Through a competitive bidding process Grade-All Construction, Inc. submitted the low bid of $1,911,351.00 and was selected by VIHA as the demolition contractor.
